The Open Ideas project is envisioned as a regional initiative for mapping burning social questions and motivating citizens to develop and submit the most creative software ideas to solve them. Across four countries, Bosnia and Herzegovina, Kosovo, Montenegro, and Serbia, institutional challenges are set up with the intention of inviting the community to take action and participate in long-term problem-solving. Each country will have its own social challenge, encouraging every interested citizen to develop creative software ideas for websites or applications that would contribute to the overall solution. After creative solutions are officially submitted, the online voting community and/or a panel of expert judges will choose the finalists; those who proceed into the final round will be provided with the know-how and mentorship to further develop their initiatives and projects into ready-to-launch products. The process ends with a final round of voting through which winning projects will be selected and then launched. The winners will receive funds and other resources to advance their software solutions and contribute toward solving issues that concern the entire community.
